(P«?r press 4ssqciatiou.) London, Feb. 22. Mr Lowther heads the Unionist's opposition to the time limit. In discussion on Committee of Supply the Hon. A. J. Balfour said the Government were prepared to make a concession on the matter. Mr Evans (Liberal) has been returned by a majority of 35 for one of the seats of Southampton, rendered vacant by the disqualification of Mr T. Chamberlain (Conservative), returned at the General ' Election. ' Mr John Morley has been returned for Montrose Burghs by a majority of ] 1993, to fill the vacancy brought about i by the resignation of Mr J. S.
