It is further pointed out that a commercial union of the African states would be injurious to Germany. As early as Deer. 24 Kruger was taking precautions against a raid. The German Consul at Pretoria was authorised on Deer. 31 to summon 50 marines from the warship to protect the Consulate. Despatches show that Kruger appealed to Germany and France to intervene immediately Dr Jameson started. The Trausvaal has ordered two additional batteries of heavy guns from France and Germany. Rhodes has refuted the Cape Argus statement that German policj' in the Transvaal is a greater menace than a hundred Jameson raids.
