Folding Borough Council.
«. The ordinary monthly meeting of the above was held in the Council Chambers last evening. Present— The Mayor (W. A. L. Bailey), Crs. W. Reid, W. G. Shearer, H. Worsfold, G. H. Saywell, G. W. Fowles, J. Gould. The minutes of the previous meeting were read and confirmed. Correspondence was received and dealt with as follows : — From Cr T. R. Chamberlain, asking for leave of absence|from this meeting. From J. H Blackmore, resigning position of Librarian. From A. G. Carty, applying for the use of the Council Chambers for Committeo and other meetings of Athletic Clubs. From J. Prior, a legal opinion re forming the Borough into wards, and stating that in the event of it being divided into two wards only six Councillors could be elected, three for each ward, exclusive of the Mayor. Upon the Borough being divided the present Councillors would go ont of office and a fresh election would take place. It would not necessitate the re-election of the Mayor. If not less than one-fourth of the burgesses petition the Governor he may by proclamation divide the Borough into wards. In order to rate a portion of the Borough for lighting purposes a separate ward would have to be formed. > From T. F. Martin, solicitor to the ' Municipal Association of New Zealand, au opinion re a Borough, without first dividiag, raising a special loan for a work in a portion of the Borough, his opinion being in the affirmative. From W. Reid, asking the Council to give him an outlet to Port street by forming two chains and putting in culvert. From the secretaiy to the Fire Brigade, urging the Council to take immediate steps for sinking a well at the corner of Fergusson and Macarthur streets. — Letter received and application held over until next meeting. From secretary Palmerston Hospital and Charitable Aid Board, asking for what amount John Tcole could be boarded in Feilding. From W. H. Judkins, applying for an auctioneer's license. From clerk Manchester Road Board, applying for .£IOO on account of this Couucil's share of cost of Mangaone bridge. From Cr Goodbohere, apologising for nou-attondauce. Pie wished to state, with reference to the proposed electric light, that he was in favor of the Council takiug the matter in hand, and suggested that a public meeting of ratepayers be called and the facts of the matter laid before them. He thought it advisable to put it to the vote, as he felt sure that a scheme of electric lighting would be very highly advantageous. From Treasury, voucher for J8214 on account of Kiwitca bridge loan. From J. Aitken, refusing to pay interest on overdue rates, stating he bad not received notice of amount due. From John Smith, Palmerston, protesting against being charged interest on rates as he had not received notice From Inspector of Nuisances, a report. From Jas. Challis and W. Ayres, re change of name on rate roll from former to latter for section 343. — Agreed to. From W. T. Watts, requesting the Council to put down concrete gutter opposite his premises. From Finance Committee, recommending accounts amounting to i' 334 14s 6d be passed for payment. — Adopted. The Public Works Committee recommended : (1). That a lamp be placed at the corner of footpath against the Municipal Buildings; (2). That the Council pay half the cost of tar pavement in front of business premises up to i 25, and that tenders be called for laying it ; (3). That the foreman of works be authorised to put the North street ford in order, as at present it is dangerous. Resolved, That Crs Chamberlain and Goodbehere be granted leave of absence from this meeting. Resolved, That this Council proclaim Wednesday as the statutory half-holiday for the Borough of Feilding. Proposed by Cr Shearer, seconded by Cr Gould, That the use of the Council Chambers be granted to Athletic Clubs as requested. — Negatived. Proposed by Cr Saywell, seconded by Cr Fowles, That the application of W. Reid re Roots street be referred to the Public Works Committee to report at next meeting — Carried. Proposed by Cr Worsfold, seconded by Cr Shearer, That the Mayor call a public meeting of ratepayers at an early date to consider the question of electric lighting. — Carried. Proposed by Cr Fowles, seconded by Cr Saywell, That the report of the Public Works Committee be adopted. — Carried. Proposed by Cr Worsfold, seconded by Cr Shearer, That the report of the Inspector of Nuisances as regards the Manchester and Feilding Hotels be referred back to him to take what steps he may deem necessary to abate the nuisances. — Carried. Resolved, That application be made to the Government for the Council's share of amount of the Mangaone bridge loan. Resolved, That the application of Mr W. H. Judkins for an auctioneer's license be granted. Proposed by Cr Fowles, seconded by Cr Gould, That application be made to the Kiwitca County Council for their portion of the loan for Kiwitea bridge. — Carried. Proposed by Cr Worsfold, seconded by Cr Shearer, That the Sinking Fund Commissioners be authorised to reduce the rate of interest on sums to be invested to 6 per cent per annum. — Carried. Proposed by Cr Shearer, seconded by Cr Reid, That the matter of forming and kerbing footpaths in Manchester and Hobeon streets be referred to the Public Works Committee to report on at next meeting of the Council. — Carried. Resolved, That the tender of Mrs Jane Turner for cleaning the borough offices according to specifications be accepted. Proposed by the Mayor, seconded by Cr Reid, That the Captain of the Fire Brigade be written to re site for the fire bell tower. — Carried. Proposed by Cr Fowles, seconded by Cr Gould, That fresh tenders be called for repairs to Warwick street bridge, tenders to be in by 4 p.m. on Thursday the 20th February, and that advertisements be placed in the Feilditig Star, Rangitikei Advocato and Palmerston Standard on Saturday the Bth, and Saturday the 15th instants.— Carried.
