Kiwitea County Council.
The ordinary meeting of the Kiwitea County Council was held on Saturday last. Present— Crs W. F. Jacob (chair* man), J. Reid, J. J. Williamson, W. Morton, G. Shannon, F. Homer, W; Jones. : The minutes of the previous meeting were read and confirmed. Correspondence was received and dealt with as follows : — From Treasury, vouchers for J-180 second advance on loan of .£928 for construction of Mcßeth's road; .£230 first advance on loan of £685 tor Terrace road ; £327 for Onepuhi bridge ; £375 for Kiwitea stream bridge, Feilding Borough ; that the loan of £650 for approaches to Otara bridge wag avail* able. From Commissioner of Crown Lands, with reference to release of hypothecated " thirds " in the Ongo riding, stating if the Council would satisfy, the Land Board that those lessees whose thirds are not yet paid over are willing that the money should be released as requested, they were favorable to the general proposal for the release of " thirds."— Signatures of lessees to be obtained. From Jas. Redpath, John Bork and Henry Hickford, asking that their tlyrds be spent on road leading to their section — Only £5 16s in hand, which amount to be spent by Engineer. From A. Moss, ranger, stating it was his intention to prosecnte certain persons for grazing cattle on roads and asking if he should do so as ranger or would the Council institute proceedings. Clerk to write suggesting to him to apply to the police to proceed under section 139, Public Works Act, 1894. From E. Lawrence, Waituna, asking if the purchase of a road through, section 82, Block VII, Ongo, had been completed, as he wished to know which road the public were to use. From Clerk Rangitikei County re Otara bridge, and stating that the agreement was that each Council should bear cost of the approach on its respective side, and that his Council had their approach in course of construction ; also, that his Council would support this Council in urging Government to approve of plans for a suspension. bridge. > From Prendergast and Mullins, contractors for Mcßeth's road, stating that when they tendered they were under the impression that good metal could be | found on Mr Boching's property, but the | Engineer would not allow them to use I it, and they asked that their deposit be 1 returned as they could not find better metal. From the following, requesting alteration of name on rate roll : -A. H. Atkinson in place of E. G. Atkinson, section 5, Block VIII, Ongo. —Alteration agreed to. " A petition was received from Geo. Malcolm and ten other settlers on the Mangoira road, Pemberton, requesting that their available thirds be expended in forming and culverting the impassable portions of said road. ; Cr Shannon presented a petition from W. J. and T. M. Hair, Geo. Cornfoot, and fifteen other ratepayers in the Ongo riding, requesting that this petition he forwarded to the Commissioner ;of Crown Lands urging that their thirds be released from hypothecation to pay interest on loans for the purpose of forming a dray road to their sections there being little prospect of any loan money being available for some years. •■, . Mr E. McGregor waited on the Conn. cil to ask if they would push on with the Otara bridge site to enable him to gat in a winter supply of stores for his station. He wished them to spend the £625 loan as soon as possible on this work. Hie thought he had a right to some consideration as he paid £90 2s 2d in rates this year and the station had paid rates for the past fifteen years, but no outlet had yet been made for him. ; Cr Jacob thought they could do nothing to the approach until the pro* clamation was issued for building the bridge. Proposed by Cr Reid, seconded by Cr Homer, That tenders be called, to be in by next meeting, for forming and metal*.-; ling approach to Otara. bridge, subject to a favorable reply from SurveyorGeneral and the loan money being in hand.— Carried. Mr Brewster waited on the Council with a request that the Kiwitea bridge in Marshall township be re-decked. Proposed by Cr Reid, seconded by Cr Homer, That the Engineer be instructed to re-deck bridge across Kiwitea stream at Marshall and fix approach to same j cost not to exceed ±10. — Carried. Proposed by Cr Reid, seconded by Cx Williamson, That Prendergast and Mullins' request to cancel their contract for metalling Mcßeth's road be acceded to, their deposit to be forfeited. — Carried. Proposed by Cr Reid, seconded by Cr Jacob, That the Rangitikei County Council be informed that the present and late chairman of this Council distinctly understood from the chairman of the Rangitikei County Council on January 26th last that the latter Council would agree to pay one-half of the total cost of the Otara approaches ; that the action taken by this Council with reference to the Otara bridge has, from first to last, been based on this understanding, and that they must respectfully decline to vary their proposal.— Carried. Resolved, That tenders be invited, to be in by next meeting, for the collection of the dog tax for 1896 ; the tax to be 2s 6d per head for sheep and cattle dogs, and 10s per head for all other dogs. Proposed by Cr Jacob, seconded by Cr Homer, That Mr C. Bray, janr., be recommended for appointment as inspector of slaughter houses within the Kiwitea County, and that he receive one-half of the fees paid in. — Carried. Proposed by Cr Homer, seconded by Cr Jacob, That the valuation in the rate roll of section 1, Block VI, Apiti, be altered to be in accordance with, the Rating Act, 1894.— Carried. A motion by Cr Homer, That tenders be called, to close at the next meeting. for filling in holes and clearing ont watertables on the Kimbolton road from Beef Creek to Rangiwabia, was negatived. With reference to this matter Cr Jacob suggested that a special rate should be struck over the Apiti riding and then ask the Government to subsidise the amonnt raised, this appearing ■ to be the only way to get the road metalled. It was, also, stated in dis« cussion that the road between Binning* ham and Peep-o'-Day would require some loads of metal before winter and, in reply to a question, the Engineer said it would take about 1000 loads at a cost of about £250 to keep the road passable. Proposed by Cr Homer, seconded by Cr Jacob, That the request, of John Jones and the ten other petitioners. on the Mangoira road re expenditure of thirds ba granted and the Engineer be instructed to have the work carried out when the money is in hand. — Carried. Resolved, That the Secretary be granted a month's leave of absence. Proposed by Cr Jacob, seconded by Cr Homer, That notice be served on aft persons slaughtering cattle for sale with* in the Kiwitea County that they must apply at once for slaughtering licenses, failing which they will be proceeded against for the penalties incurred by them under section 25 of the Abattoirs and Slaughterhouses Act, 1894.— Carried. Proposed by Cr Shannon, seconded by Cr Morton, That the clerk write to Mi J. Powell, Ongo, to see if he intends to go on with the survey and transfer of ft certain portion of his land for the pur* pose of a road deviation. — Carried/ , Resolved, That the Eogineet prepare

Proposed by Cr Jones, seconded by Cr Williamson, That Mr McFarlane be given notice not to erect-fence encroaching on the Kimbolton road opposite the Hotel at Cheltenham and that the Enoineer be instructed to report at the next meeting of the Couucil whether the roads are laid out in their proper line.— Carried. ; s - TENDERS. No tender was accepted for clearing Mangamako road, the bush having been felled on.it since the previous meeting. The Council then adjourned.
