DESPERATE CONDITION OF AFFAIRS.
(Per Press Association). London, Dec. 14. The second lot of gunboats have arrived in the Bosphorus. Although several of the Sultan's staff have been dismissed, the palace clique still dominate in concert. Their powers only amount to an agreement tbat no separate action be taken with regard to Turkey until a common policy is found to be impossible. Constantinople. Dec. 15. After tbe Sultan had yielded to tbe demands of the Powers for an additional gunboat in the Bosphorus the Dryad was steaming through the Dardanelles when the Turkish forts prepared to open fire on her and would not let her pass till they were satisfied the Commander had received the Sultan's authority. The Kurds are openly selling the plunder obtained in Armenia in the capital, and the sight has so excited the lowest classes of Moslems that they are ready to attack the Bazaars on the first chance they get. The city is in a state verging on panic, and even a street brawl causes the shopkeepers to barricade their houses. Martial law is virtually being observed.
