NARROW ESCAPE OF A TROOPSHIP. DISASTROUS STORM IN ODESSA. 500 LIVES LOST. FUNERAL OF DUMAS. FATAL MINING ACCIDENT. (Per Press Association.) London, November 29. The Duke of Devonshire declined to promise that facilities should be given to the University of London, which at present is the only examining body for teaching. He stated Government was undecided at present, «ni he thought they must avoid limiting the Imperial character of the University.
