The colonial officers consider that if negotiations proceeding between Mr Spalding and the French Cable Company for the construction of a cable between the United States and Hawaii are successful the project will gravely prejudice the financial prospects of the British cable across the Pacific. Mr Tim Healey declines to form a third Irish party, and declares he will not alter his line of conduct. Mr Dillon threatens to bring about Healy's complete expulsion from the party unless his tactics are altered. Arton, who was implicated in the Panama Canal frauds, has been arrested in London. China has completed the payment of the indemnity to Japan for surrendering the Liatong Peninsula. At to-day's sales 1775 casks tallow were offered, of which 1000 were sold. Medium mutton, 22s 3d ; medium beef, 21s 6d. Brussels, November 17. Sinnon, cashier of the Societe General of Brussels, has been arrested on a charge of having embezzled £100,000, funds of the society. Vienna, Nov. 18. Turbulent scenes have taken place in the Reichsrath. The occupants of the public galleries cheered Herr Lueger, the leader of the anti-Semitic, who was recently elected Mayor of Vienna in opposition to the wishes of the Emperor, and the Ministers were compelled to temporarily retire from the Chamber.
