before further committingthemselvesthe Paraekaretu Express considers the Council seems to be actuated by too much caution in the matter. Our contemporary says : — " The money will be paid as the work proceeds, which is a justifiable precautionary measure on the part of the State, and one which should recommend itself to the ratepayers who are responsible for the loan. The payment of the subsidy is not in doubt ; and there is no excuse for not putting the work in hand at the earliest possible period." Quite so — but we have a suspicion that the Council knows perfectly well what it is about, and the members, both collectively and individually, are not likely to make any mistake either by undue haste, or by unnecessary delay of the work.
