(Per Press Association) . Constantinople. Nov. 7. The run on the Ottoman Bank is decreasing. The Moslem rebels are resisting arrest, and had a fight with a mob in the city, during which nine were killed. The Sultan has dismissed Kaimil Pasha, the recently appointed Minister of Foreign Affairs, and appointed Khalil Rifaat Pasha, Minister for the Interior, to succeed him. Paris, November 6. Tbe fall of the Ottoman Bank has further depressed the Bourse here, and many have defaulted.
