Feilding Borough Council.
O i The regular monthly meeting of the above body was held last evening. Present—The Mayor (Mr W. A. Sandilands), Crs A. R. Allen, J. Gould, G. H. Saywell, O. W. Fowles, W. A. L. Bailey, H. Worsfold, E. Goodbehere, W. G. Shearer. The minutes of the previous meeting were read and confirmed Correspondence was received and dealt with as follows : From J. Cobbe, drawing attention to a culvert opposite his premised and complaining that it was not large enough to cany down the storm water. From F. Flavall. inspector of nuisances a report. The Public Works Committee recommended the construction of a footpath opposite the municipal buildings ; also, to raise that portion of Stafford street opposite same.— Adopted. From C. Bray, senr, Engineer, estimating the cost of removing the bell tower to the Court House paddock at £12. From F. J. Hedge, asking the Council to have the obstructions removed from roads as requested in bis previous letters. — Notice to be given to Mr Reid to have fences removed. From W. Baker and Co, asking permission to erect sign board opposite their premises in Kimbolton Road ; also, asking to have culvert put.— Permission to erect sign granted. From F. Matthews, asking permission to hold picnic on the Oral on Nov. 11. — Granted. From E. H. Fisher, secretary Feilding Cycling Club, applying for use of Oval for cycling sports on January 22, 1896. From Treasury, stating that £800 part of loan for half-cost of Eiwitea bridge was available ; also, loan of £86 for one- fifth cost of Mangaone bridge. From clerk Pohangina County Council, re this Council's application re Eiwitea bridge. From Secretary to Palmerston North hospital and C.A. Board, stating the Government subsidy of 20s in the £ on this Council's donation of 4-41 9s for the relief of the unemployed iv Feilding was now available, and that Mr Goodbehere with the Borough Council had been delegated to spend the same. From secretary Caledonian Society Sports, Palmerston N., requesting this Council to endeavour to have November 11th proclaimed a public holidey in place of Prince of Wales' Birthday. From Department of Justice, stating the Government had no objection to the Council erecting v a bell-tower in the Courthouse paddock. From J. H. Stevens requesting that his name be placed on rate roll for sections 141 and 142, suburban in place of F. Thompson.— Must stand over as an election is pending. From James and Heaps, on behalf of Messrs Spence and Spence, asking the Council for interpretation of the word " premises " as used in the borough building bye-law. — Resolved on the motion of Cr Goodbehere, that the clerk reply it includes both land or buildings. From the Finance Committee recommending that accounts amounting to £180 17s 9d be passed for payment. — Adopted. The Mayor reported that the subcommittee appointed for the purpose had met a sub-committee from the Library Committee and made suggestions re the management. from trader-secretary Lands and Survey Department, stating the Eiwitea County Council had requested that the question of the construction of the Kiwitea bridge be re-opened, owing to the necessity that has arisen for the construction of extensive protective works to ensure the safety of the bridge, and which were not provided for in the Council's original proposals. In any ordinary case, the Minister wouid not feel it his duty to allow the case to be re-opened ;, bat the report of the engineer shows if the present proposed bridge is built, it will be necessary to spend about £300 in protective works to ensure the safety of a work costing £2,146. The Minister had no power to. alter the proclamation already issued, but suggested, con* sidering the importance of the work, that the question of site be re-opened.— With respect to this matter the Mayor reported having replied to the Department, pointing out why the matter should not be re-opened, and read his letter which was to the effect that a certain amount of protective work was provided ; that the contract was let and not sufficient reasons being given for further delay the Council could not con* sent to the question being re-opened by commission ; that some of the protective works as proposed by the Government Engineer were not required for protecting the bridge but would protect private property above and below the bridge; that as much protective workß as were required were provided by the Engineer of the Manchester Road Board and the Council's late Engineer ; that Mr Holmes recommended the site as the only avail* able one. . Mr Goodbehere drew attention to medical accounts against charitable aid patients and expressed his fear that the Board would not pass such for payment. He suggested the advisability of makuff some arrangements for a reduced charge to charitable aid patients. With reference to making footpaths in Manchester Square, the Mayor re* ported that concrete kerbing would be cheaper than timber and that the unem* ployed would be set . tovWXttfc there in the course of a weekor *(£•,. Proposed by Cr Shearer; seconded by Cr Goodbehere, That the Council proclaim Monday next, 11th instant, * public holiday, in place of Saturday 9th* as requested by the Palmerston North Galedonian Society.— Carried. Resolved, That the application of Mr Cobbe re culvert in Manchester street be referred to the Public Works Comznittee to report to next meeting of this Council. ' Proposed by Cr Bailey, seconded by Cr Saywell, That tenders be called for the removal of the bell tower from its present site and the re-erection thereof in the Courthouse yard. — Carried. Proposed by Cr Fowles, seconded by Cr Allan, That the Feilding Cycling Club have the use of the recreation ground on the 22nd January .next with power to make a charge for admission. — Carried. - Resolved, That the sum of £306 15s sd, accrued sinking fund, be handed over to the Sinking Fund Commissioners for investment, and a cheque be drawn for same. Proposed by Cr Gould, seconded by Cr Allan, That the Inspector of Nuisances be granted leave, of absence for one month, and C. Lucas be temporarily appointed to act in his behalf.— Carried. Resolved, That J. Wilson's tender be accepted for forming and culverting Weld and Bowen streets for £28 9s 9d. Cr Allan drew attention to the fact that horses were allowed to wander about the streets, and thought the pouudkeeper's attention should be drawn thereto. Cr Worsf old asked if the vote pat on the estimates for the Fire Brigade was available, as they were in need of a new hose. The Mayor presumed it would be available, having been placed on the the estimates. . The conncil then adjourned.
