Allowing a steamer each fort- ; night and a thousand soldiers each ship, ; a formidable army is being thrown into , Eastern Siberia. The massing of troops . and warships has a deep significance. . These ships and men are not to be dir rected against Japan unless Japan in- , vites them. Russia's aim is less to in- , timidate Japan than to prepare for an extended ocenpancy of territory which , is necessary for the completion of her i railway. The information adds that Japan has opened the oyster, and Russia 1 will not be content with the shell.
