(Per Press Association.) Weujngton, October 81. The Council met at 11. The Deceased Persoos Estates Duties Bill was thrown out on tbe motion for the second reading by 10 to 8. Tbe Truck Act Amendment Bill was also rejected on the motion for the second reading by 16 to 6. Hon. Montgomery moved the second reading ofthe Customs Duties reciprocity Bill. Hon. Dr. Grace said New South Wales would resent the slap in tbe face implied in the measure and would retaliate. Hon. Pharazyn thought much was being given up by New Zealand under thie treaty in order to reap a very small benefit. Hon. McLean said there was a cry all over the colony for reciprocity, and this first effort in that direction should not be checked. Hon. Sir Geo. Whitmore thought it more tban probable that New South Wales would enter into a similar treaty with New Zealand before the proposed treaty with South Australia came into force. The second reading was carried by 14 to 7The Bill subsequently passed through Committee without amendment, and was read a third time and passed. The Abattoirs and Slaughterhouses Act Amendment Bill, and Reserves Disposal and Exchange Bill passed their final stages. Appropriation and Public Works Appropriation Bills, were received from the House and put through all their stages > without debate.
