LEGISLATIVE COUNCIL.
(Per Press Association.) Wellington, October 26. The Council met at 2.30 p.m. The Agricultural and Pastoral Statistics Bill, Pastoral Tenants Relief Bill, Public Revenues Act Amendment Bill, Lunatics Act Amendment Bill, and Manual and Technical Elementary Instruction Bill, were read a second time. The Bank of New Zealand and Banking Act Amendment Bill was read a first time. On the motion for its second reading Dr Grace said he considered the proposed amalgamation would be valuable for the Bank of New Zealand. Hon Mr Pharazyn also agreed a good bargain had been made. Hon Mr McLean said the Colonial Bank had gone through a scarifying process, which would have the effect of proving its soundness. Hon Mr McGregor said it was bis firm belief and conviction that the interests of the colony had been sacrificed to the interests of the shareholders of the Colonial Bank. • Hon Mr Kelly supported the Bill. The second reading was agreed to on the voices. The Horowhenua Block Bill was read a second time on the voices. The Council insisted on its amendments in the Shops and Shop Assistants Act Amendment Bill. The Manual and Technical Elementary Instruction Bill passed throngh Committee without amendment and was put through its final stages. The Banking Bill passed throngh Committee without amendment and was read a third time and passed. The Agricultural and Pastoral Statisttics Bill, Pastoral Tenants Relief Bill, and Public Reserves Act Amendment ■ Billl passed their final stages. At 9.40 the Council adjourned till 2.80 on Monday.
