HOUSE OF REPRESENTATIVES.
The House met at 7.i30, SicM. O'Korke in the chair. Mr Ward gave notice to introduce the Public Securities- Bill, which it was ex plained would dual with the appointment of custodians in London lor Colonial trust securities. The Stamp Act Amendment Bill and Land and Income Tax Bill were intro duced by the Governor's message, and the introduction of several other Bills given notice of. Sir Robert Stout said if all these Bills were to be discussed the session could not close till the end of the month, as expected by Government. Mr Seddon said all the Bills brought down that night would take scarcely any time to dispose of. Most of them were of a technical nature. The Unclassified Societies Registration Bill was put through its linal stages. The Public Domains Act, 1881, Amendment Bill, relating to Hagley Park, Christchurch, was put through its final stages. The House went into Committee on the Designation of Districts Act Amendment Bill. Mr Pirani immediately moved that the Chairman leave the chair on the Bill. The amendment was carried without discussion by 23 to 21, and the Bill thus killed. Mr Reeves moved the second reading of the Manual and Technical Elementary Instruction Bill, for the promotion of elementary technical instruction. He said there had been a fee ling throughout the colony for some time that these branches of education should be taught in our public schools. The Bill provided that manual instruction should be part of the public school's course^ The Bill had been looked for by a majority of Education Boards in the Colony, and he hoped it would prove acceptable. The second reading was carried by 32 to 5, and the committal set down for next day. The House rose at 12.40 a.m.
