The Standard's Constantinople correspondent wires that it is reported that the Council of Ministers sat all night and accepted the Powers' scheme for Armenian reforms. He also states that the troops made no attempt to stop the massacre in Trebizond, but, on the other hand, some assisted in the slaughter and pillage.
