Mr Chatnberlaip, replying to a deputation urging that the State should facilitate the construction of a railway in West Africa admitted that his policy was likely to be criticised , as it involved some risk, but he held that unlesss Great Britain was prepared to invest a portion of her surplus profits in developing the resources of such colonies, it was better that they never came under British rule. Very possibly, he added, assistance might be rendered to promote and hasten the development of communication with Interior Africa.
