Feilding Borough Council.

The regular monthly meeting of tho above body was held last evening. Present— The Mayor (Mr W. A. xSandilands), Ors E. Goodbehere, H. "Worsfold, (z. Saywell, Gr. W. Fowles, J. Could, A. E. Allan. The aiinutea of the previous meeting were read and confirmed. ! Correspondence waa read and dealt i with as follows : — j From Cr Bailey, an apology for nonattendance owing to absence from home. [ An apology was also received from Cr Chamberlain for non-attendance. I From Bell, Gully and Izard, account j for £'18 10s Gd duty on land transferred from. Colonists L. and L. Corporation to Borough Council. From R. F. Haybittle asking that his name bo placed on rate roll for section 783. lot Bin place of W. B. Giesen. — Agreed to. From R. H. Gar lick and J. Bishop re transfer of name from latter to former on rate roll for section 294. — Agreed to. From W. A. Sanchlands and Mrs Macartbur, change of name on rate roll from former to latter for section • 269. — Agreed to. From A. Pallant, requesting bis name be removed from rate roll for section 27H, part of lot I.— Held over till next meeting. (yjFrom secretary Municipal Association stating the annual meeting wns fixed for August 19. From secretary to Palmerston-H. and C.A. Board, re charitable aid expenditure. From secretary Pohaugina County Council enclosing resolution of his Council re Kiwitea bridge. From Public Works Department Wellington, stating Mr Holmes would be allowed to report on condition of Makino and Kiwitea streams, but this Council would have to pay for survey work. From F. J. Hedge, requesting obstruction be removed from Port and Churcher streets. Fvora T. Evaas, drawing attention of the Council to state of watertable opposite his property. — In the bands of the Public Works Committee. From Finance Committee, a report, recommending accounts amounting to £306 7s Id be passed for payment. — Adopted. From Inspector of Nuisances, a report — Received. From E. G. Wilson, requesting that his name be placed on rate roll for section 447 and 448 in place of Mrs Light's.— Agreed to. From J. Cobbe, requesting that the watartable opposite his bouse be cleaned out. — Referred to Public Works Committee with power to act. From W. G. Shearer, drawing the attention of Council to condition of water tablo opposite his property in Denbigh street. — Referred to Public Works Committe with power to act. From J. Stevens, M.H.R., stating the Premier had informed him the GoTarnment would give the subject of alteration in method of voting for or against loans their consideration. From Secretary Palmerston Hospital Board, drawing the attention of the Council to the rules for admission of patients. The members of the Board in this district who could make recommendations for admission were Messrs F. Y. Lethbridge, J. Saxon, E. Goodbehere, T. R. Taylor, and Dr Monckton, honorary surgeon. Cases of accident are received without recommendation. The Mayor reported he had seen Mr Holmes, Government Engineer, who was preparing elaborate plans and a lengthy report on the condition of the Kiwitea stream at tbe proposed site for a bridge. When the report was completed he proposed calling a special meeting of the Council to discuss the same It was decided to hold the special meeting on Thursday next. The Mayor also reported a license had been granted to the Volunteer Hall. Also, that the architect had suggested to him the advisability of erecting the municipal building 4J inches from the boundary line with a view to allowing room for a parting wall when found, necessary to erect one. To provide this room it was suggested to either make two of the rooms two inches smaller or build 4| inches on the street. Mr Hedge waited on the Council in support of his application to have obstruction removed from Churcher: street. He said he was being put to inconvenience by the obstruction. The Mayor informed him the Council had no option in the matter and would have to require Mr Reid to remove tho obstruction as Mr Hedge insisted on the removal. Proposed by the Mayor, seconded hy Cr Allan, That as Mr Hedge insists upon the removal of the obstruction placed across Roots and Churcher streets, Mr Reid be requested to remove the same, — Carried. Resolved, That the action of the Mayor and Cr Say well in signing cheque for .£6O I4s in payment of levy due to Palmerstou H. and C.A. Board for carrent year be confirmed. Resolved, That leave of absence for this meeting be granted to Crs Bailey and Chamberlain. GJSNEBAL. The Mayor said with regard to Arbor Day, if the Council would fence off a piece of land on the Recreation Reserve near the Church he would find sufficient Macrocarpa trees and labor to plant them. No action was taken by the Council with regard to the offer. The question of improving Mancb.ester square with unemployed labor, to be paid for by funds partly raised by private subscription and a Government subsidy thereon, was discussed. Cr Goodebehere did not approve of the proposal to do the work by unemployed labor as it would have the effect of bringing men into the town from outside, and the work might be done better in other ways. Destitute people would have to be employed and he did not think there were any here. If dug over and planted the square should be filled up level with the footpaths. The Mayor was informed by the foreman of works it would cost from L2 to L2 los per chain to make footpaths around the square. He thought this was a good opportunity to improve the square and they should avail themselves of it. The outside public had subscribed towards the cost and those subscribing represented one third of the rates col° lected within the borough. As the Government were giving a subsidy they should get the work done. Cr Gould supported the proposal and was certain there were plenty of unemployed in town. He agreed with Cr Goodbehere that tbe square required levelling. The Mayor, in reply to Cr Say well, said the Charitable Aid Board would appoint anyone the Council should select to supervise the work. Cr Say well supported the proposition. He thought well-made footpaths would be the best way to improve the Square. Cr Worsfold agreed with Cr Goodbehere that the Square should be filled up when the footpaths were made. Proposed by the Mayor, seconded by Cr Fotvles, That the funds subscribed by the public for fencing, planting and making fcobpaths in Manchsstsr Square be, with tho consent of the subscribers of such funds, handed to. the Palaierstou Noyfch Charitable Aid Board with a request that such Board apply for a Government subsidy of 24s in tho £ and that in receipt of such subsidy tbo said works be gone on with by means of unemployed labour in thj Borough. — Carried. Proposed by the Mayor, seconded by

Cr Gould, That Crs Gould, Fowles, Worsfold and the mover be a Committee to superintend the carrying out the improvements in Manchester Square.— Carried, Proposed by Cr Goodbehere, seconded by Cr Saywell, That the funds available for improvements to Manchester Square be expended firstly in making footpaths and kerbiug round each square ; secondly, in raising 'the level of the four plots ; and balance, if any, in fencing with a post and chain fence.— Carried. Proposed by the Mayor, seconded by (Cr Allan, That the Recreation Reserve Committee be empowered to deal with the question oi letting the Sports Reserve for the ensuing twelve months.— Carried. Proposed by Cr Fowles, seconded by Cr Worsfold, That the municipal buildin Kinibolton road frontage, be reduced by A\ inches to leave room for brick party wall. -Carried. Kesolved, That no actioii be taken with reference to pauper burials. The petition of ratepayers requesting the Council to re-erect a bridge over the Makino stream on Warwick street was left over for further discussion until they had received a report from Mr Holmes on the condition of the Makino stream. The matter of allowing charitable aid to Mr Cook was loft in the hands of the Mayor to deal with. This was all the business and the meeting adjourned.
