j THE NO-CONFIDENCE DEBATE, j MOTION REJECTED BY 43 TO 20. (Per Press Association). Wellington, July 19. The House mot at 2.30. Mr Mills resumed the no-confidence ' debate, and warmly praised Mr Ward's : administration, as also did Messrs Hogg, Flatman, Graham, and McGowan. Mr Saundcrsthought Government had weakened the confidence of the public in the safety of trust funds, and would vote for the amendment. The debate was interrupted by the 5.80 adjournment. The House resumed at 7.30. Mr Duthie emphatically denied that he had said anything while in London that was detrimental to the colony. Messrs Millar, Maslin, and Steward, opposed the amendment. Mr G. W. Russell said that, although the Colonial Treanror had been subjected to the keenest criticism and scrutiny, he had not suffered thereby. Mr Ward deprecated the tactics of the Opposition in keeping back their members so that he would not be able to reply to them. Government had been attacked for withholding information as to the nuances, which it was not prudent to disclose, but the Opposition forgot that when the late Sir H. Atkinson was Treasurer. The collection of the Land Tax twice last year was justified by a confidential letter from the Secretary of the Treasury, who showed that there was a deficit of £114,587 to make up, for which Land Tax had to be collected before its due date. Sir R. Stout contended that neither the Treasurer nor the Government had any power to touch these Trust Funds at all, and he should like to know the legal authority that allowed them to be held in London. On a division Captain Russell's amendment was rejected by 43 to 20, and the House went into Committee of Supply, but progress was immediately reported. The House rose at 1.10.
