DEFEAT OF SIR WM. HARCOURT.
| Per Press Association [. London, July 14. Lord Hopetoun has been appointed Paymaster-General and a member of the Privy Council, and Earl Coventry Master of the Buckhounds. Lord Rosebery explains that the ±saronefceies conferred on Messrs S. J. Destern, M.P. for the Stowinarket Division of Suffolk, and James Williamson, M.P. for the Lancaster Division of Lancashire, were irt fulfilment of a promise made by MrGladrtone. JuJy At the elections the further results are: Derby, Primrose and Drage, Conservatives, returned, defeated Sir \Vm V. Harcourt, late Chancellor of the Exchequer, by 840 and 282 respectively. The tot/ls are-Liberals 10, Conservatives^, Parnellites 4. The Unionists have returned <6 unopposed. Their gain at present is eight, while they have lost one seat. Re-elected unopposed-Sir E. Hnrland, G. W. Wolff, W. Johnston Tories; Arnold Forster, Unionist; all for Belfast Balnwin, C, Bewdley ; Moore, U, Ludlow ; Col Staney, C, Newport; Hudson, C, Hitching; Sir J. Hunter, 0, Marylebone; Sir John Broadnck, Gmlford. The following were also returned :-- Sir S. Northcote, Exeter; Daley, P, Limerick. , . Unionists nave gained Darlington, Stockport, Manchester and Salford. The Liberals gain Perth. Balfonr declared Manchester had covered itself with glory, and the Tones had won a victory there which womd be echoed through the country. Sir W Harcourt said he could not conceal the magnitude of the surprising defeat. He and his wife were pelted with cabbages and filth while driving through Derby. . Primrose, who headed the poll, is an old resident of Derby and an employer of labor. , _ . n Col Saunderson, speaking at LonghaJJ, said the Government intended to abolish the post of Lord-Lieut, of Ireland, and establish a royal resident in the country,
