(Per Pbess Association). London, July 11. Speaking at Manchester the Right Hon. A. J. Balfour declared that freehold occupancy was the solution of the Irish problem. Mr Justin McCarthy denies the truth of Mr Healy's statement, respecting tbe Liberal Whips offering a certain sum per annum for a certain number of Irish seats. Mr Healy reaffirms the charges, and there is much feeling in Ireland over the dispute. The Morning Post states tbat the Government has decided to retain control of the Chitral in deference to the advice of the Viceroy aud other officials in India. Doctor Rowan, formerly of Melbourne, will be the Unionist candidate for South Down. For Central Birmingham, at present held by a Unionist, the Tories have selected Lord Charles Beresford, declining to accept a Liberal Unionist. _—___—_—— —_-—i
