Personal legislation is generally spiteful in its inception and mischievous in its results, nor can it be too strongly criticised. A long-standing medical coroner was believed to have hurt the sensibilities of " a leading man of a majority," and the House was moved to prevent medical practioners acting as coroners. In this is generally recognised a deterioration in the effect of inquisitions. More lately another " leading member of the majority " got hysterically indignant over some medical man charging a guinea for certain services which many others consider well worth the money. Result is that a hint is taken or an order given and an attempt is made to slate the whole of the profession in the rather ridicu ] ous direction of " legally" limiting their charges. There is not the slightest reason for it, unless the purely personal kind that is so objectionable, as the Magistrates never give judgments for charges that are extortionate ; but it is likely to react most injuriously for the public by compelling medical men in their own defence to exact a deposit or cash payment when called by a stranger to an emergency.
