LEGISLATIVE COUNCIL.
(Per Press Association.) Wellington, July 9. The Council met at 2.30. It was decided that the Council at its rising 6hould adjourn until Thursday in consequence of the Ward reception to-morrow. Hon. Dr Grace resumed the debate on the second reading of the Judicial Practice and Procedure Bill, to which Hon. Pharazyn had moved an amendment that it be read a second time that day six months, Dr Grace thought Judge Williams had done his duty in charging the jury as he had in the Dean case, and deserved the thanks of the community. The Hon. gentleman traversed the Bill, which he intimated he should oppose. Hon. Stewart pointed out that the Bill was not required. Comment by judges was essential, and it would be vexatious to make judges go in circuit. He also was averse to juries assessing costs in civil actions as calculated to be expensive and dangerous to litigants. Hon. MacGregor intimafel his intention of opposing the Bill, his reasons being similar to those advancad by Hon. Stewart. Hon. Bigg, although not al rogoher satisfied with the Bill, should vote for the second reading. The debate was adjourned, and the Council adjourned to Thursday.
