(Per Press Association.) . i Wellington, Jnly 2. i The Council met at 2.30. It was agreed that the sale of spirituous liquors be Continued at Bell- : amy's. .'■ . The Poisons Importation and Carriage Bill was read a third time and ■■ passed. Hon. Sir P. Buckley moved the second reading of the Judicial Practice' and Procedure Bill, and explained that although he was aware the Bill would meet with the Opposition of the Bench, Bar, and Council, he intended to go on with what he considered his • duty. One of the principal features in the Bill was to compel Judges to goon ; --'i circuit, and Sir P. BuokI«y at length J explained the provisions of the Bill, I which lie said was not intended to re- ; i fleet upon the conduct of Judges of I the Colony. He consr&jred that I Judges should uot comment on the M evidence, but in summing up. should M confine themselves to facts, and one ■ of the reasons he thought the Bill ■ should be accepted was the recent fl Dean case in Sydney, in which Judge Windeyer so woefully misdirected the t y jury. He considered that in the'interests alike of Bench and Bar the . Bill should become law. Y. Hon. Pharazyn opposed the Billy and moved a hostile amendment thao \^L it be read a secomltuTi^]^a_||^flfl^^ Hon. Sir G. Whitniore regretted that so few legal members of the Council were present- .However, as the Bill must go to the Statutes Revision Committee, he would vote for the second reading. Hons. McLean and Scotland opposed the bill. On the motion of the Hon. Dr Grace, the debate was adjourned for a week, The Council then adjourned till next day.
