THE MUNICIPAL BUILDINGS.
TO THE EDITOR OF THE STAR. Sih, — I see by jour issue of Friday, June 21st, that it was decided by the Borough Council to accept the tender of R. Heald for the above works, although not the lowest tender. Now this appears to me a most extraordinary proceediug in a Borough so short of funds that it is imposssible to get a few chains of road metal to open up sections that have been paying rates for years, also that a great injustice is done to the lowest tenderer who, under the invitation of the Council, has taken the trouble of working out his estimates for no less than five contracts under the impression that he stood a fair chance with other leaderers There appears to be no objection to W". Banka, individually, only the one fact that he is not a local man. In any future calls for tenders by the Borough Council, I should strongly reccommend that they should add to the advertisement "A' one but local men need apply," and thus save hardworking men the trouble of making estimates when there is no chance of their getting the contract, even though their tender should be the lowest.
