ENGLAND SHORT OF GUNPOWDER. RESIGNATION OF THE PREMIER. LORD SALISBURY SUMMONED TO FORM A GOVERNMENT. (Per Press Association.) London, Jniie 22. The Government were defeated on the Army Estimates by a majority of seven on an amendment by Mr Broderick, protesting against the inadequacy of the reserves and ammunition, especially cordite. Mr Campbell Bannerman, Secretary of State for the War Department, forthwith moved to report progress. In the House Mr Bannerman announced that the Duke of Cambridge resigns on October Ist. Mr Bannerman stated that the military adviaers of the Government consider the supply of small arms and ammunition ample and sufficient. The division on the vote was 132 to 125. The Government were completely surprised at the result. Sir Charlea Dilke and one of the Parnellites voted for the amendment. Either Lords Wolseley or Roberts, or the Duke of Connanght will succeed the Duke of Cambridge, but not the Duke of Connaught if Lord Rosebery remains in office. The Daily News considers it is a traitor's trick to let foreigners know that England is short of gunpowder. The Times believes tne Government was surprised at the result. On Saturday morning it was understood that Mr Bannerman had resigned, and that this will entail the resignation of the Cabinet. June 23. This morning the Cabinet sat for five hours. Lord Rosebery is now at "Windsor, but this visit was arranged before the crisis. Seven Ministers were absent from the division- It is reported that Lord Wolseley succeeds the Duke of Cambridge. The Queen gave an audience to Lord Rosebery at Windsor, and he stayed over to-day. The Liberal Party have issued an urgent whip tor Monday in view of the Government statement. The Conservatives are enthusiastic at the turn of affairs, and the Nationalists are opposing the dissolution- The Chronicle says that Mr Bannerman privately consulted Mr A. Balfour prior to the meeting, and that it was understood the latter promised him support, but afterwards betrayed him. Later.—Sunday Evening. Lord Rosebery has resigned, and it is 6tated Lord Salisbury has been summoned to form a new Ministry.
