The Archbishops of Canterbury and York have issued a circular letter in which they claim equal treatment for voluntary and State schools. They suggest that the Treasury should pay all teachers and those who do not draw royal rates would thus obtain Government help without control. The Times, in discussing the scheme, estimates that it would involve an extra cost to the taxpayer of 20 per cent. News from Berlin states that the announcement that the Chinese loan is guaranteed by Rnssia has completely surprised and outwitted the German Government. The negotiations in regard to the loan were kept secret, although it was susposed that both countries were acting in concert.
