[Per Press Associationl Waipawa, This Day. Captain Russell addressed his constitueuts here last night, Referring to the Cheviot purchase, he pointed out the settlers were already asking for a reduction in rent, which proved the Government had paid too much. If the people could not pay rent the situation would have to be faced. They couid not drive the settlers off after spending their all in improvements, and the loss would hove to be borno by the colony. From what he had seen in various parts of the colony he felt confident reaction would again set in next election. A unanimous vote of thanks and confidence was accorded the speaker.
