TO THE EDITOR OF TnE STAR. Sin. — Mr Moss in reply to my letter whicb appeared in your paper of tha 7th instant, says be is exceedingly g-lod to bear the Kiwitea County Council is not to blame for the lateness in metalling the Kimbolton road, and also says tbat I am to be commended on the celerity with which I let, the contract after the money was available. This, I think, after reading his former letter signed '* Stuck in the Mud " in wbich he attacks me and the other members of the Kiwitea County Council for starting th" work so late in tbe season, is sufficient to prove that my explanation was satisfactory. I will now point out to Mr Moss that tbe Kiwitea County Council pays an Engineer to devote tlie whole of his time in drawing out plans and specifications, and to supervise and pass all works within the Count}*, and that it is not my duty as Councillor to choose metal pits, ar d pass contracts although I might accept tbe tender for tbe work as I did on the occasion he n-fers to.
