[Per Press Association. | London. May 13. Lord Selbourne (Viscount Walmer) will withdraw from the House of Commons at the request of the Speaker pending the decision of the House upon his claim to retain his seat. Sir V. Harcourt held that it was impossible to evade the disability attached to the succession to the Peerage if Walmer would be a Peer whether he claimed tbe title or not. The Hon Mr Balfour concurred in tho view taken by the Leader of the House. May 14. Sir AY. Y. Harcourt's Bill, providing for the appointment of colonial judges to a judicial committee of the Privy Council, will be produced in the House of Lords immediately. Messrs Chamberlain and Curzon, wishing to debate Viscount Walmer's position, Sir AY. V. Harcourt caused a scene in the Chamber by angrily moving that a writ be issued for West Edinburgh, the constituency represented by the Viscount. Subsequently he withdrew the motion, and substituted a notice for the appointment of a committee to enquire if Viscount ■Walmer had succeded to an Earldom.
