— O (PBB PRESS ASSOCIATION) London, May 5. The Times' correspondent states that the Emperor of China ratified the terms of the Treaty of Peace on Thursday last, and that negotiations are proceeding protesting to the Powers and Japan on t the basis of outside compensation, m§*&tead of territory on the mainland. The Japanese Minister in Pans declares that there is no intention to quarrel with the Great Powers, Japan merely desires to secure a guarantee tor payment of the indemnity. As a precaution against invasion the Chinese Government cut the embankment of the river near Pekin, and miles of country were flooded, and hundreds of people drowned. The Russian squadron has Jeit Japanese waters under sealed orders.
