England has a powerful fleet of thirty-two vessels consisting of four iron-dads, one of which, the Centurion, is of 10,500 tons, seventeen cruisers r.nd eleven gunboats. Ten of these have been constructed since 1889, fifteen have a speed of sixteen ! knots and over, while eight have a greater tonnage than that possessed by any wm ships of the Japanese whatever that may be. In the " game of grab " Russia is determined not to miss a chance, and asserts she considers her prestio-o. demands decisive action in the event of not being conceded a portion of Chinese territory, and that while she is averse to declare war she insists on the cession of territory. Why Russia imagines she has this right is difficult to understand at this distance from the spot. It is quite clear, however, that whether ri»ht or not she intends to have a slice of China, whether by force or fraud. England has plainly told Russia that no grounds appear to exist for interference with Japan, which means that China is considered liable for every act which led to the war and must now abide by the consequences, but where Russia has be^n injured "in her prestige" is not nnnarftlit.
