Kiwitea County Council.
The regular monthly meeting of the above body was held in the Council's office, Feilding, on Saturday last. Present — Ors. J. J. Williamson, W. F. Jacob, F. Homer, W. Morton, G. Shannon, and W. Jones. In the absence of the chairman, Mr Williamson was voted to the chair. The minutes of the previous meeting were read and confirmed. Correspondence was read and dealt with as follows : — From P. A. Margesson, applying for his thirds to be spent on Mangatutu road. From H. H. Venables, account for bushfelling ; also, asking that his thirds be spent on widening Peep-o'-Day road. From E. A. Barton, manager of the Bank of Australasia, re overdraft. From K. McKenzie, asking permission to erect a school on the gravel reserve at Beef Creek. From the Colonial Secretary's office, re gazetting loan proposals. From the following, re change of name on rate roll : — A. Cruden, in place of G. C. Gibbs, for section 20, Block IX, Apiti ; L. F. Pearce, i» place of C Gray, for section 52, Block VII, 'Ongo ; F. Mead, in place of J. L. Schmidt, for section 24, Block XII, Ongo ; E. Short, in place of J. E. Flood, for sections 44, 47, 64, Block XI, Ongo ; T. A. Morne, in place o£ M. Thompson, for section 40, Block I, Apiti ; G. Hartley, in place of S. C. Hartley, for section 22, Ongo ; A. E. Pearce, in place of M. Cannell, for section 15, Block XV, Ongo ; E. Shannon, in place of E. CanneJl, for section 5, Block XV, Ongo. From the Secretary to the Treasury, with reference to loans of £300 and £1000 for construction of Hayne's and Perry's roads, and gazetting the same. From the Department of Lands, enclosing the warrant authorising the Feilding Borough Council to construct the Kiwitea bridge within the borough. From Messrs Hanson and Son, attachment order against J. Madden and Co. for £51 19s Bd. From O. Clayton, Mangaweka, applying for slaughter license. From C. McKinnon, asking to be relieved of paying rates on a store destroyed by fire at Rangiwahia. From Messrs Skerratt and Wylie, solicitors, Wellington, on behalf ot Charles Bathe, requesting that a house built on Oroua street, Beaconsfield, be removed at once or they would take legal proceedings From thi: Secretary of the Palmerston Morth Hospital, asking for particulars re the total rateable value ot the County. From H. S. Meads, account for felliDg- road line. An anonymous letter signed "Ratepayer," Saudon Small Farm Block, was received drawing the Council's attention to cattle grazing- along- the roads and requ sting their removal. From H. Hewitt, complaining that his pioperty was valued too high. From C. Bochnig, complaining of excessive valuation. From the Secretary to the Treasury, re the Common Seal of the Council and asking if it had ever been adopted as such by resolution. Also, asking that forms be filled in giving a statement of receipts and expenditure ior year ended March 31st last. From the Colonial Treasurer, a statement of loans amounting" to £3057 4s 6d for year eading January 31st, 1895, to be inscribed. From C. Bray (junr.) County Engineer, report on damages to roads and bridges within the County by the recent floods. DEPUTATIONS. Mr Larsen waited on the Council, applying to have an outlet made from his property through the Cemetery Keserve to Taylor's road in the Ongo Riding. Mr J. Smith made an application on behalf of the Saadon Small Farm Block settlers to have the bridle track widened to give access to the Block — Matter to stand over until next meeting. HESOLUTIONS. That Crs. Morton and Shannon arrange with the Manager of the Bank of Australasia re overdraft for ensuing year, and that a cheque be drawn for amount, of present overdraft, viz., £2365 Os 2d. — Jacob, Homer. That when the legal formalities have been complied with a slaughtering- license be granted to Chas. Clayton — Homer, Williamson. That the valuation of C. McKinnon be reduced by £130 until he rebuilds the store now burned — Homer, Jacob. That the Clerk apply to the Manawatu County Council for the tit'e deeds of land purchased for deviations of road within the Kiwitea County — Jacob, Shannon. That in future a copy of specifications for all works north of Peep-o'-t>ay should be left in Pemberton as <yell as in Birmingham — Jacob, Homer. That the following alterations in tlie rate roll be made, via : — T. A. Morne i in place oi Maurice Thompson for section 40, Block I Apiti Survey District ; F. Pearce in place of C. Gray for section 52, Block VII, Ongo ; francia Meade in place of J. L, Smidt for section 23, Block XII, Ongo , Ernest Short in place ot E. Flo. d for section 44, 47, 64, Block XT, Ongo ; A. E, Pearce in place oi W. M. Cannell for section 15, Block XV, Ongo j Ezekiel Shannon in place of E. Canneil for section 5, Block XV, Ongo — Homer, Jacob. That the seal bearing the words " Common ISeal ot the inhabitants of the Kiwitea County " be hereby adopted by this Council as the Common Seal of the Chairman, Councillors and inhabitants ot the Kiwitea County in accordance with section 14 Counties Act, 1889. — Jacob, Morton. That the error m the rate roll whereby Mr McKenzie is rated for 100 acres in excess of his holding be rectified — Morton, Shannon. That the thirds now in hand and. available be spent to the best advantage in giving Mr Larsen an outlet, and th;it the Clerk apply to the Land Board for land required through the reserve for a deviation— Homer, Williamson. That the Clerk inform Messrs Skerrett and Deane that the matter re Bathe has been referred back to the Council's solicitor to report upon, and that the*
Council will act thereon at their next meeting ; also, that the Engineer reports that Mr Bathe's house and fence have encroached on the road-line, and requests their removal.— Jacob, Jones. That tenders be called for next meeting for raising the Beaconsfield bridge four feet and for protecting the western end as proposed by the Engineer. — Jacob. Jones. That tenders be called by the Engineer for next meeting for the supply of metal, as under : — looyds on Kimbolton road, Oroua riding ; 300 yds on Kimbolton road within Eimbolton Biding; 100 yds on Kimbolton road, Makino riding ; 150 yards on Perry's line ; lOOyda on Sinclair's line. — Jacob, Morton. That tenders be called for the expenditure of the balance of the Ongo loan, and that the Clerk apply to the Government for the extra 10 per cent., amounting to £500, as the money has not been sufficient to complete the works on the schedule. — Shannon, Morton. That Mr Jackson be informed that the Council would grant a license to slaughter cattle on section No. 35, Birmingham Block, providing the necessary formalities are complied with and fees paid. — Morton, Homer. That as Mr Palmer now objects to sell land for road-making on the Mangatutu road, the Engineer report at next meeting the best way of taking the bridle track, and, if - necessary, interview Mr Densham about getting some of bis land for road-making.— Shannon, Morton. That the Engineer be requested to prepare plans and specifications for the erection of a new culvert on McKay's line, and that the work be put in hand at once, provided Messrs Davies and Riddiford are agreeable to have it placed at the southern end of the embankment at the foot of the cutting. — Jones, Williamson. That the Engineer be instructed to lower the culvert on Eimbolton road near the Chletenham hotel and add one more pipe to its length. — Jones, Morton. That tenders be called for logging up and stumping one-sixth of an acre in the Waituna cemetery, also for 1| chains of stab fencing. — Shannon, Morton. That during the months of May, June, July, August, and September this Council, under "The Public Works Act, 1894," considers any weight over a ton carried on less than a 5-inch tyre as excessive, and not to be carried over the Eimbolton road between Birmingham and Beef Creek ; any offenders to be dealt with according to law after due notice has been given. — Homer, Williamson. That the Engineer take steps to open a new ford across the Eiwitea near Mr Oldershaw's and protect it with stone crates ; also, to call for tenders for either a bridge or culvert on Cheltenham Crossroad, near Benson's line. — Williamson, Jacob. That notice be given of the intention of this Council, at its next meeting, to strike a general rate of Jd in the £on all the rateable property in the Eiwitea County ; and a separate rate of $& in the £ in the Apiti and Makino ridings, a separate rate of in the £in the Hautapu riding, and a separate rate of id in the £ in the Kimbolton, Oroua, Waituna, and Ongo ridings. — Jacob, Williamson. That this Council, under the provisions of " The Loans to Local Bodies Act, 1H86," and under and by virtue of a warrant issued under the hands of His , Excellency the Governor of New Zeai land, dated the 21st day of June, 1894, , authorising the Eiwitea County Council to construct a bridge over the Kiwitea stream on Cheltenham Cross-road and ' apportioning the cost of the said bridge, borrow the sum of £'457 12s 3d for the purpose of providing two-thirds of the cost of erecting a traffic bridge over the Kiwitea stream on Cheltenham Crossroad, and making approaches thereto and all work necessary for completion of said bridge in accordance with abovementioned warrant, and that a special rate of l-100th of a penny in the £be made upon the rateable value of the whole of the rateable property (Crown and native lands excepted) within the ' Kiwitea County for the purpose of providing interest on above loan of £457 12s 3d, to be borrowed under " The Government Loans to Local Bodies Act, 1886 " ; such rate to be annually recuri ring for 26 years, and payable in equal • half- yearly instalments on the first day of April and October in each year.— Jacob, Jones. That the Clerk make application to 1 the Manchester Road Board for the im--1 mediate payment of their share in the ' Cheltenham Cross-road bridge, now over- > due.— Jacob, Shannon. The following tenders were received, i viz. : — Mangamako road : Goodwin, £1 4s 6d per chain ; Pakihikura road : McCall, ,£146 ; Mcßeth's line (43 chains), ' McDermott, L 33 4s 6d; Mcßeth's line 5 (55 chains) : McMillan, LI 7s 9d per t chain ; Spur road : McMillan, LI 4s 3d per chain. Accounts were passed for payment { and the Council adjourned.
