Prince Bismark's Birthday.
SCENE IN THE REICHSTAG. (Per Pr ess Association.) Berlin March 23. The Prussian Diet passed a motion congratulating Prince Bismarck on the anniversary of his birthday. A scene of excitement took place in the Reichstag 1 where the Socialists rejected the President's motion congratulating the Prince by a majority of 17. The President in consequence of this resigned. There was a crowded attendance at the time and the galleries were filled. The Emperor wired to the Prince that he was most profoundly indignant at the action of the Reichstag, which was completely opposite to the feelings of all Germans who had the interest of the State at heart. Prince Bismarck, in replying- to the Emperor, changed the unkindly action into a source of joyful satisfaction. The Vice-President of ihe Reichstag has resigned as well as the President in
