The War Between China and Japan.
. .»- . (Per Press Association.) London, March 14. It is reported in Berlin that,[conditionall}* on France assenting, China will surrender Formosa. It is also stated that China has secured the opposition of Russia to the cession of Manchuria to Japan. Germany remains neutral, and Great Britain will not permit the transfer of territory unless all the Powers are agreeable.
