Pohangina County Council.

« The regular monthly meeting of the above body was held in their offices, Pohangina, on Saturday last. Present —Councillors H. Fraser, W. Vicary, A. Wagstaff, R. W. Brown, C. Selby, and E. Bell. In the absence of Mr Dicken (the chairman), Mr Brown was voted to the chair. The minutes of the previous meeting were read and confirmed. Correspondence was received and dealt with as follows : — From F. Pirani, M.H.R., applying for use of County office for a public meeting on the 21st inst. — Permission granted. From the following, accounts for bushfelling on road-lines : — A. Fraser, J. B. Mcßeau, T. Etherington, and R. Hart. From G. Bailey, asking permission to erect a fence on road to protect line fence. — Granted, providing fence does not encroach more than six feet on road, and subject to Engineer's approval. From Eeceiver of Land Revenue, voucher for £'333 9s 2d, hypothecated thirds and fourths to January 31st, and .£234 15s 9d for ordinary thirds. From H. Kruse, asking permission to make an approach from road to his gate on section 34, Block XIV, Pohangina. — Granted, subject to approval of Engineer. From C. Culling, asking permission to erect hifcehiag-post opposite his premises, Pohangina Township.— Granted, subject to approval of Engineer. From F. Richards, M. Denton, Harrison, and Collinson, aggreeing to allow cost of laying off and gazetting road through reserve to Coal Greek, to be charged to thirds. From W. T. Oakley, asking permission to take metal from pit on the cutting below his house. From P. Murphy, complaining that the contractor for work on Terrace road had thrown stumps on his fence, and requesting removal of same ; also, asking that a culvert be put in across the road. — Referred to Engineer. From J. and W. Currie, Apiti, applying for slaughter license. From C. Y. Dalby, Apiti, applying for slaughter license.— Granted, subject to conditions being complied with. From J. Wilson, Apiti, asking permission to fell trees on road opposite his property. From Postmaster-General, in reply to a communication from Mr F. Pirani, M.H.R, re telephonic communication between Fowlers aud Apiti. j The information has already been published!. From Cr H Fraser, stating the public meeting bad approved of the proposal to raise a loan of £'4000 in the Tamaki riding. From J. H. Hankins, the Council's solicitor, giving an opinion that the definition of "rateable value" of pastoral lands means a sum which, invested at 6 per cent, per annum, would produce a yearly income equal to the rent paid, and that a. larger rato could not be levied on pastoral than on other lands. The following are the total valuations of the various ridings made by Mr H. J. Hayne, valuer to the Council : — Mangaone riding, £76,923 ; Pohaugina, £27,---722 ; Awahou, £43,078 ; Coal Creek, £39,544 ; Tamaki, £23,061 ; Mangapikopiko, £64,050 ; Umutoi, £25,289. Total, £299,667. Valuation for 1892-95, £187,---515. "Increase, £112,152. Applications were received from the following for the position of roadman : — A. Reeve, Pohangina ; W. M. Finlayson, Hunterville ; R. Holly, Pohangina ; V. Callison, Pohangina ; T. Barrett, Pohangina ; J. Law, Colyton ; J. Hodges, Awahou ; B. Breslin, Pohangina. From T. Sinclair, asking Council not to strike a rate (for loan recently carried) over his section in the Mangaone riding as he considered it unfair that he sbould pay interest on £63 out of the loan of £126 for road work. — To be considered when rate is struck. Resolved, That John Hodges be appointed roadman for the Awahou riding of the Pohangina County on the usual terms. Resolved, That no action be taken with reference to letter from Commissioner of Crown Lands dated January 31st, 1895, asking for information relative to fair rent. Proposed by Cr. Vicary, seconded by Cr. Bell, That the Council give the Apiti 00-operative Dairy Company permission to take metal from the Council's gravel reserve free of charge for use in and around the factory.— Carried. Resolved, That the following alterations be made on the rate roll : — E. S. Oliver instead of T. Nelson, for section 53, Block 111, Pohangina ; Joseph Coasie, in place of M. Hart, section 3, Block VII, and VIII, Pohangina ; T. Harrison instead of M. Hart, sections 3 and 10, Blocks VII and XI, Pohangina. Resolved, That Crs. A. Wagstaff and Selby affix, seal and sign slaughter-house licenses. Proposed by Cr. Vicary, seconded by Cr. Fraser, That this Council grant a subsidy of £18 a year towards the Apiti telephone from Fowlers to Apiti, such subsidy to come out of the Oroua Valley bridge special rating district. — Carried. Proposed by Cr. Selby, seconded by Cr. Wagstaff, That this Council guarantee a sum of £6 10s per annum towards the Pobanpina township telephone ; such subsidy to be paid out of the general rate of the Pohangina, Mangaone, Awahou and Umutoi ridings in equal shares, excluding that portion of the Umutoi riding comprised in the special rating district of the Oroua bridge — Carried. Proposed by Cr. Selby, seconded by Cr. Wagstaff, That the Secretary communicate with the Superintendant of telegraphs regarding the guarantees for the Pohangina and Apiti telephones and arrange with him to get them put up as soon as possible. — Carried. Resolved, That the sum of L3O due on account of contract No. 50, be paid into the Magistrate's Court under the Workmen's Wages Lien Act. Accounts were passed for payment and the Council adjourned.
