The War Between China and Japan.
PEACE PROPOSALS. [Per Press Association.! Shanghai, March 6. It is alleged that China is willing to make great concessions to Japan. Riots in certain parts of China are increasing. The Japanese have captured Lioyang, near Moukden, and have undertaken not to blockade the Gulf of Pechili. Li Hung Chang has started for Hiroshima, in Japan, where he will join Mr Foster, the American representative, who has been associated in the peace negotiations.
