Alexander Pasha, one of the ablest diplomatists in Europe, an English scholar, and formerly Minister for Foreign Affairs in Turkey, has been appointed to succeed Rustem Pasha as Turkish Ambassador in London. Washington, February 26. The House of Representatives, bj a majority of 31, has declined to pay the award made to Great Britain by the Behring Sea Commission.
