LI HUNG CHANG AGAIN in FAVOR SUICIDE OF ADMIRAL TING. (Per Press Association.) Shanghai, February 15. Li Hung Chang's yellow jacket, peacock's feather, and all his honors were returned him prior to his leaving for Japan as one of the Chinese envoys to treat for peace. Rumor has reached here that the commander of Weihaiwei and Admiral Ting have committed suicide. The statement lacks confirmation.
