o [Per Press Association.] r Nelson, February 14. The Synod yesterday afternoon took up the debate on the second reading of Archheacon Harper's Bill to impose safeguards against alterations in the fundamentals of the constitution. Without deliberation strenuous opposition was made to the principle involved that the fundamental were alterable. It was contended they were unalterable, therefore safeguards were not needed. The Bill was thrown out on a division : — Bishops — Ayes, 3 ; noes, 2. Clergy — Ayes, 6; noes, 10. Laity — Ayes, 9; noes, 10. After debate of considerable leugth the Bill was thrown out on the voices.
