The War Between China and Japan.

Japan now threatens only to conduct peace negotiations in Pelcin and bints that the terms imposed will be much harsher owing to the Chinese refusal to continue negotiations. February 14. The Japanese have granted Admiral Ting's terms and the officers and men will receive honours of war. The prisoners declare that seyeu foreigners, of whom five are Englishmen, are ou Liukuugtan Island, in Weihaiwei harbour. They have five months' provisions and plenty of coal, but are short of ammunition. The Chinese are fortifying Foochow. Members of the Red Cross Order are, asisting the injured Chinese aud their aid has prevented large numbers from dying on the roadside. JLondon, February 13. The Leiutsen correspondent of the Standard wires that Li Hung Chang, with Prince Kung or Sir Robert Hart, will act as peace envoys for China.
