Pohangina County Council.

The regular monthly meeting of the above body was held in the Council's office, Pohangina, on Saturday last. Present— Crs H. Dicken (chairman), R. W. Brown, W. Vicary, A. Wagstaff, E. BeU, H. Fraser, C. Selby. The minutes of the previons meeting were read and confirmed. Correspondence was received and dealt with as follows : — From J. McKenzie applying for slaughter license. — Application granted. From Department of Lands and Survey, acknowledging receipt of plans, etc., of proposed bridge over the Oroua river, at Apiti. From J. Barr, asking if the roads proposed to be made in Pohangina Small Farm Block No. 2, included a road to sections Nos. 20, 12 and 11, Block VI. From J. B. Mcßean, Apiti, account amounting to £6 6s for bushfellmg. — To be paid when the Council is in funds. From C. A. W. Monchton, asking that his name be placed on rate roll in place of A. Camerou for section in Apiti. — Alteration to be made. From Giles and Dunn, applying for payment of j-23 6s, being 1/3 a yard for placing 373 yards of metal on road alleged to be in addition to bis contract. — Clerk to inform them the Council cannot pay more than the tender price. From L. Esbenson, asking the Council to give him access to his section. — Secretary to write authorising him to do the work himself and receive payment when the Council is in funds. From Commissioner of Crown Lands, re vesting section (in Pohangina township) in Council. From A. T. Aldrich, account amounting to £20 17s, for bushfelling.— To be paid when Council is in funds. From J. S. Red, asking for payment of £1 for erection of fence adjoining pound, Apiti : also, 8s for splitting pegs. Referred to Engineer. From E. Akers, stating he could not accept lease of gravel reserve for shorter period than offered. From M. Spelman, offering to let the Council have half a chainof his land for £5, providing they erect fence, or pay him i-10 and he would complete the work. From Commissioner of Crown Lands stating that Mr Tolley selected section 32, block XII, Apiti, on December 29th, 1892, and his lense dates from that date but 1 lis payments of rent only start from July Ist, 1894, special exemptionliaving been granted as a mistake was made in the original survey. From J. Notman, secretary Wariganui Harbor Board, re vesting section 11, block V, Pohangina, in Council. — Clerk to reply as required. From Commissioner of Lands, re same, the investment to be made. From S. A. Phillips, applying for permission to fell roadline opposite sections 46 to 48, Apiti.— Granted. From R. Horn and Co., offering to metal No. 3 line, Awahou riding, and wait for payment until the riding is in funds. From B. Spelman, re clearing slips on the public road and enclosing an account for £4. From Surveyor-General, enclosing a lithographic plan showing sections 12 and 14, Pohangina, and asking that the position of proposed road be marked on it. From Lands and Survey Department approving of plans for road in totara reserve. From Bank of New Zealand, asking for payment of order from W. Goodwin for A'ol ss. From E. Nix, asking for permission to fell bush on road line adjoining section 160, Pohangina township.— Gianted on usual terms. From Commissioner of Crown Lands, stating that Gorge road was perfectly legal and thirds amounting to Lsl 9s 4a could be spent on it. From roadmen, forwarding time sheets. From Cr Vicary, pointing out that it was not necessary to advertise the loans under the Couuties Act, as the Loans to Local Bodies Act provided for all the necessary steps for local bodies, inclusive of County Councils. — The chairman explained that he had accepted Cr. Vicary's *iew of the matter and in conjunction with the County Clerk, and made arrangements accordingly. From H. Smith, asking permission to erect an eight wire fence on the side of the road fronting section 5, Block X, Pohangina — Granted, subject to the Engineer's approval. The Engineer's report was read the following being the principal features : — " The wovks in some parts of the Couuty are progressing very slowly and he recommended that, if the progress is not more satisfactory, the Council enforce the penalty clause. Mangaone riding — The patching of bad places on roads have been carried out so far as the money was available. The roads generally are in fair order. Mangaone and Pohangina ridings — The contractors for Holly's Hill are pushing on with the work and, given fine weather, should compete their contract in about two weeks. Pohangina riding — No work has been done in this riding except trimming metalled roads in the Pohangina township. Awahou riding — Nearly all the contracts are finished and the loan money nearly all expended. It is advisable to divert the main road north through Mr G. Lyne's property, He suggested that a CQunftittee of three orfour Councillors be appointed to inspect a portion of the main road Qorth as surveyed, in front of Messrs Lyne, Spell man, and Browne Bros, sections, as it will be an awkward piece of road to form with a steep grade. Metal has been put on main road south. Tamaki riding — Mr O'Learyis making slow progress with his contract and he (the Engineer) suggested that the penalty clause be enforced. He staked out and levelled 114 chains 55 links through tho totava reserve and called tenders for the same, the Commissioner of Crown Lands having sanctioned the carrying out of the work. Umutoi riding— He staked out and levelled 65 chains of the sidling leidiug into the Salisbury Block. Coal Creek riding — Goodwin is making slow progress with his contract and MoDermott's contract is being pushed on. Maugapikop^kp ridings — Pople is pushi»g $n wjtli his contract, but McDermott' has not done much to the patching. He asked permission to place hand rails to bridge on main road, Apiti, on Poole's contract, as it is not safe at present. Mr Durling waited on the Council, asking permission to take about twenty yards of metal from roadside,— Permis* sion granted provided, he pays Sd a yard. .Mr Hqlley waited qn the Council to ask that six chains of No, 2 line, a»t tha e!ndof present contract, be metalled to give access to his property. — TUe Chairman and E.n^n.eer to report at uexfc weetfng. From; G. Jeffries, asking that his name be placed on rate roll, in place of W. PWfgh, lor section 28, Block VI, Pohftngina. — Alteration to be made as requested. Ro&alvetl, That Mr Humphries be informed the Council does not alter names on rate roll without consent of both parties. Resolved, That permission be oiven to the Engineer to put hand rails on the hridge in front of Mr Pott's house, Apiti, as asked for in his report. Resolved, That tho Secretary inform Mr Tolley that ho is liable for two year's rates, as his lease dates from December 29th, 1892, aud that the said rates must bo paid forthwith. contractors for payment of money due by the Pohangina County Council to such contractor, and that the Secretary advertise this resolution. Resolved, That the Engineer be instructed to do what is necessary to give Mr Hirst dray access from the river to his property, expense not to exceed £ 6 ; also to fill up hole in Philpott's section. Resolved, That the Secretary be instructed to pay all money now due to F. O'Leary into the Magistrate's Court, Palmerston N., under "Workmen's Lien Act, 1892. Resolved, That Crs Dickm, Selby, and Wagstaff, be appointed a Committee to meet Engineer and inspect proposed deviation of Pohangina main road north, through Mr G. Lyne's property. A motion was moved by Cr Wagstaff, That the rateable value of all sections in the Umutoi riding be reduced to onehalf the present Government value of the land, but was negatived by four votes to three. Resolved, That Messrs R. Horn aud Co. be granted permission to do the extra metalling on No. 3 line, Awahou riding, as per their undertaking of January 29th, 1895. Mr Davis waited on the Council to see what was to be done to No. 2 line, in the Awabou riding, to give access to his section.— The Chairman informed him arrangements were being made to raise a loan in the riding, and they proposed to take one poll for the whole of work required. They would write to the Commissioner of Crown Lands about the survey of the road. Accounts amounting to 4s 3d were passed for payment, and the Council adjourned.
