The Duke of Devonshire in course of a speech stated the Unionists will maintain the Alliance with, but will not merge their indentity into the Conservative party. The Postuiaster-General, in reply to the proposals of the London County Council to be allowed the management of the telephone sj'steni in London, has given a decided refusal. The Wyndham-Deerhurst breach of pi-omise case has bnen settled. News came to hand a few days ago of a serious rising of natives against the Niger Company, Akassa. one of the principal ports of entry, having been looted. Further news is now to hand that the rising has been quelled. Capktown, February 5 News has been received that Kaffirs, under a flag of truce, attacked the Portuguese at Dclcgoa Bay, and killed 70 of their number.
