PROGRAMME FOR THE COMING SESSION, (Per Press Association). London, January 19. Lord Rosebery, addressing 10,000 j people at Cardiff, said next session's programme would be purely business. Pending fche election fche disestablishment of the Church of Wales would be taken first, and then measures dealing with the liquor traffic, the question of one man one vote and the Scotch church Bill would also receive attention. He said the payment of members would admit of working men to the House of Commons. Regarding the measure to be introduced re the House of Lords he declared there was no intention to destroy the Upper Chamber, and that all that was wanted was a better adjustment of the relations with the House of Commons. He urged strong unity because if Liberals were defeated at fche next poll ifc would be more difficult to recover their position than formerly.
