The War Between China and Japan.
o PEACE PROPOSALS DELAYED. ANOTHER BIG JAPANESE VICTORY. (PER PRESS ASSOCIATION). Shanghai, January 24. Ifc is reported that the Chinese repulsed the Japanese at Weihaiwei. The Pekin officials are regaining confidence owing to fche sufferings of the Japanese in Manchuria through the severity of the winter, and there has been a deal of sickness in their army from tho want of supplies. The departure of the Chinese envoys to Tokio to negotiate for peace has been delayed in consequence. Twelve thousand Chinese attacked the Japauese in the vicinity of Neu Chang. The excellent firing ofthe Japanese artillery threw the Chinese into confusion, and following up their success with a great charge the Japanese produced a complete rout. The Chinese lost 900 and the Japanese from 40 to 50. Japanese vessels have landed a force at Yangtcheng on tbe Sbangang promontory, and it is now within 30 miles of Weisaiwe. British, American, German and French blue jackets have been landed at Chefoo from the respective war vessels in order to protect the consulates. This step was taken as a precautionary measure.
