(Per Press Association.) London, January 17. The Hon. H. H. Asquith, Home Secretary, addressing the Trades Union, emphatically dissented from the Socialist motion carried at the Norwich Congress, and denies that its terms represent the opinion of the majority of workers. The proposal he declared was outside of reasonable discussion. Speaking at Manchester the Hon. J. Balfour said the Unionists favored social legislation, though they would never encourage the creation of an impossible Utopia.
