Pohangina County Council.
The regular monthly meeting of the \ abovo body was hold in the Council's office, Pohangina, on Saturday laHt. Present— Crs 11. Dickin (chairman), R. W. Brown, W. Vicary, E. Bull, H. Fraser, C. Solby and A. Wagstaff. The minuteH of the previous meeting wore read and confirmed. I Correspondence was received and ! dealt with as follows : — ' From Land and Survey Department 1 re Council's application tor amount of loading on sections in Association Blocks for road ing, stating that the money has boon or will be authorised tobeexpended by the assistant Surveyor-General. Also that the Government had granted the sum of £325 for the Pohangiua Valley Forest Jleservo road. Also, asking if the Council had any objection to Lowes and Jarvis making a road through section IQH, Block XIV, Apiti, according to plan submitted. Also, that Captain Turner would again inspect ground before definitely deciding re forest and protection reserves, Pohangiua river. From J. Macßean, T. Elkington, T. Jeffries, R. Port and J. Jeffries, applying for payment for bushfelling. Engineer to report. From Harry Tollcy, objecting to pay rates prior to July Is', 1894 as he did not talce possession of bin section before that date. From Secretary Waugauui Education Board, asking Council to drain school section, Pohangina. From Commissioner of Crown Lands, stating the Land Board had resolved to approve of section 108, Block XIV, Apiti being vested in the Council, subject to the Governor's approval. From A. Fraser (Pohangina), and J. Melton (Apiti), asking permission to fell bush on road line From E. Akers, applying for lease of gravel reserve section 46. From Secretary to Treasury, in reply to a letter from the County Clerk, as follows: — "I have to iuform you that steps were taken by the Pohangina Board to obtain a loan of £'4970 for roads in No. 3 ward, but a loan of only £2008 was promised to the Board, and £'508 was paid on account of this £2008 loan, leaving an unexpended balance of £1500. Steps were also taken by the Board to obtain a loan of £2000 for roads in portion of No. 5 ward, but a loan of £1500 only, was promised to the Board, and no payment has been made on account of "this £1500 lean. With respect to the further loan of £549 for roads in No. 2 ward, the Board made an additional special rate for this further loan, but the loan could not be made or promised to the Beard, until the chairman's U3ual certificate as to the expenditure of the original £5490 loan was furnished to the Colonial Treasurer, and before this could be furnished the Board district was abolished. If the Board still existed, they could be paid the above-mentioned unexpended balance of £1500, and also the ±1500 for roads in a portion of No. 5 ward, or £3000 in all ; but not until after the 31st March next. Aa the road district is now abolished and your County constituted in lieu thereof, the said £3000 can be paid to your County Council, but not until after the 31sfc March next. With reference to the further loan of £549 under section 22 of ' The Government Loaus to Local Bodies Act, 1886,' for roads in No. 2 ward, this loan cannot be made to your Council, as such further loans are only made when the contracting parties are in the same position as when the original loans were made." The Engineer's report was read as follows : — Mangaone riding— He urged the necessity of a new culvert on main road near the Pioneer Hotel and, also, widening and raising the road at this spot. The roadmen have been employed on widening Finnis line and repairs to the roads generally. The drains should be cleared out agaiu on side of main road and on the Sandy road. Mangaone and Pohangina Ridings — Messrs Giles and Dunn have made good headway with their contract from Holley's hill to Pohangina township. Awahou riding — All the contracts are being pushed on. The roads generally are in fair order. Messrs Hodges and Spelman had been instructed to metal the top flats near Mr Hunt's and Mr Spelman's property. Tamaki riding — F. O'Leary was getting on with his contract. A man had been engaged to cnt down the thistles throngh the Totara reserve preparatory to staking out road. The work can now be proceeded with as soon as approved of by the Surveyor-General. Umuboi riding — Nothing has been done in this riding. Coal Creek riding —The Main Ridge road track is in fairly good order, an outlet should be given to the settlers on the southern side of London's road as soon as possible. They are completely hemmed in at the present time and have to trespass on neighbours' land any time they wish to drive stock or travel away from their farms. Mangapikopiko riding— Poole has almost completed the formation of his contract and will start at once to metal. McDermott is pushing on with his contract. Plans have been prepared for the Apifci bridge and tracings forwarded with proper notice and specifications to the Kiwitea County Council. Resolved, That the following alterations be made in the rate roll : — Patrick Nash in place of Jas. Ryan, for section 24, Pohangina township ; Jas. Shirley in place of Bellve and Shirley, for section 25, Block VI, Pohangina ; W. A. Spicer in place of George C. Aitken, for section 23, Pohangina township ; A. i t E. Welsh for section 7, Block V, Pohangina ; A. Cartwright for section 169, Apiti, in place of W. F. Marsh ; Rowe and Sons in place of J. and F. Mowlem, for section — , Block IV, Pohangina ; E. F. Eagar in place in B. Poole, for section 23, Block XI, Apiti ; Mary Ann Osborne in place of H. Osborne, for section 30, Block XI, Apiti ; T. J. Smith in place of J. H. Burgess, for section 27, Block 27, Harbor Board Block. Resolved, That all permanent roadmen keep a diary of the work done by them and send same to Engineer, and also a copy to the Councillor for the riding, once a fortnight and the Secretary procure forms for the same. Resolved, That the Secretary inform Mr Akers that the gravel reserve applied for by him is not yet vested in this Council, and that the usual term of lease is 7 years. If Mr Akers is willing to take the reserve for the shorter term Council will apply to have same vested. Resolved, That permission be given to J. Milton to fell bush on road line adjoining section 48, Apiti township; also, the renewal of J. Gould's slaughtering license be granted. Resolved, That the Engineer take the necessary steps to repair and lengthen the culvert, and make the road safe opposite the Pioneer Hotel on the Ashurst road. Resolved, That the Dog Tax for the current year be 2s 6d each for sheep and cattle dogs, and 10s each for other dogs. Proposed by Mr Dickiu, seconded by Mr Fraser, That the Engineer be instructed to prepare estimates for completion of Main road, continuation of No. 2 line,' and continuation of No. 4 line, Awabou riding, and that; estimates be advertised and poll taken as soon as possible ; also, bye-road from No. 1 line to the river and metal for No. 1 line. — Carried. , Msblved, That the Secretary call for tenders for collecting the dog tax for the current year ; tenderers to state r-ata per dog for sheep and cattje dogs, and rate per dog for other dogs, the Council to provide collars and receipt-books ; tenders to be jin by jpesi faceting "of the Council. , ... Resolved, on the motion of Mr Fraser,
seconded by Mr Brown, That the Secretary be instructed to take the necessary steps to raise a loan of .£4OOO for the construction of roads in the Tamaki riding. Proposed by Mr Vicary, seconded by Mr Fraser, That the Secretary be instructed to take the necessary steps to raise a loan of iIOOO for the Apiti-Oroua bridge, it being the two-thirds cost of the same after deducting the Government subsidy. — Carried. Resolved. That the Secretary be instructed to call for tenders for supply of dog-collars and badges, tenders to be in by the next meeting of the Council. Proposed by Mr Brown, seconded by Mr Selby, That the Council undertake that section 76, Block IX, Pohangina, will not be included in any future loan proposal for Pollock's road, it being now included in the loan proposal for Pohangina riding, but that the special rate on it be paid over to the Mangaone riding. — Carried. Mr Billet waited on the Council to object to his section being included in the loan for work in Pohangina riding, as it would also be included in another loan for Pollock's road. — It was the opinion of the Council that he should be included iv this loan and left out of the next. Proposed by Mr Brown, seconded by Mr Selby, That the Council undertake that Mr Billet's section, No. 9, Block V, Pohaogina, will not be included in any future loan proposal for Pollock's road, it being now included in the loan proposal for Pohangina riding, and that the Secretary write to Mr Billet to this effect.— Carried. Mr Dickin said that several of the settlers in his riding had asked him to bring before the Council the question of the advisability of appointing a ranger. Councillors admitted the necessity of preventing cattle, and especially pigs, from running about the roads ; but as it might entail hardship on some settlers whose property adjoined unfenced roads it was decided to leave the matter over to a future meeting. Resolved, That the application of A. Fraser to fell bush on road-line in front of his section be granted. Resolved, That the Engineer be instrncted to have the totara on the gravel reserve at the top of the Oroua Valley road split into posts suitable for a pound at Apiti. Resolved, That G. Adsett's tender at £11 per annum be accepted for reserve section 78, Block XIII; also, that J. O'Connor's tender be accepted for metal at 2s 2d and Is lOd per cubic yard. Accounts amounting to ±'688 2s 10£ d were passed for payment, and the Council adjourned.
