APPEAL TO ARBITRATION. (Per Press Association) London, January 4. In the report of the directors of the New Zealand Midland Railway Company regrot is expressed that the New Zealand Government does not intend to accord the Company justice. It is announced, therefore, that it is intended to appeal to arbitration. (
