With respect to the desire of settlers residing at Apiti to have that place connected with Birmingham by telephone, we understand it will be necessary for them to present a petition to tho Postal Department. When this has been done the request will bo considered and estimates prepared of the probable cost. Tho settlers would probably be asked to guarantee a small amount for two or three years to cover any possiblo deficiency in working expenses, but should the revenue cover the expenditure tho money guaranteed would be returned.
