Feilding Borough Council.
The ordinary monthly meeting of the abovo body was held last evening. Present—His Worship the Mayor (Mr W. Carthew), Crs. T. R. Chamberlain, E. Goodbehere, H. Worsfold, W. A. L. Bailey, G. W. Fowles, J. Gould, A. R. Allau, G. H. Saywell, W. A. Sandilands. The minutes of the previous meeting were read and confirmed. Correspondence was read and dealt with as follows :— From A. Eade, protesting against the natural draiu in Bowen street being filled up. From G. H. Thomas and J. J. Marshall re change of name on rate roll from latter to former for section 143, Arnott street. From F. Flavall, inspector of nuisances, a report stating the Borough was fairly clean. — Report adopted. From committee who waited on General Feildiug, reporting that they had laid before him their views re the erectiou of Council Chambers. He was in favor of the Corporation advancing the money, to be repaid by rental at the rate of £100 a year. General Feilding would recommend this to his directors for favorable consideration. The deputation were informed that sections five to ten, North road, were never intended for a recreation reserve and he (the General) would recommend that the Kimbolton road diversion be given to the Borough ; also, that ten to fifteen acres ou the Kiwitea stream be given as a water reserve. General Feilding strongly recommended that the Council Chambers be erected in Manchester Square and if this was done the Corporation would form the road round it. — Report signed by Mr Carthew as chairinau of committee. From Cr. Fowles, chairman of Cemetery Committee, reporting that they had arranged that all rough grass, toi, scrub, etc., growing around the graves be cleared off. Also, that additional burial lots be pegged out on the Roman Catholic portion of the cemetery and also on the goneral ground — Report adopted. From W. Rutherford, Secretary Palmerston North Hospital Board, stating that the Board could uot comply with request for grant for purposes of Charitable Aid expenditure. From C L and H. E. McLean re change of name on rato roll. From J. H. Pa ton, Ashurst, applying for refund of £4, surplus of sale of four head of his cattle sold from pouud. From Financial Committee a report recommending accounts amoun tiug to £84 16s 3d be passed for paymentAdopted. The Finance Committee reported, with reference to Mr G. C. Hill's application for an increase of salary, that be be paid £150 a year, out of which he pay £22 a year towards rent of offices. From C. Bray, asking for refund of £2 12s, rates .over-paid on Foresters' Hall property. From C. L. McLean, asking for the Mayor aud Councillor's patronage at a concert on the 14th instant iv aid of the Fire Brigade funds. Proposed by Cr Goodbehere, «ecouded Cr Sandilands, That tho name of C. L. McLean bo placed ou burgess roll for sections 87 aud 88, Feildiug suburban, as occupier iv place of Miss H. McLean. Also, that of G. H. Thomas in place of J. J. Marshall for sectiou No 143 Arnott street.— Carried. Proposed by Cr Gould, seconded by Cr Fowles, That the application of Mr Eade re water table iv Boweu street be referred to the Public Works Committee with power to act. — Carried. Proposed by Cr Gould, seconded by Cr T. R. Chamberlain, That tho request of Mr McLean, re invitatiou to the Council to patronise Firo Brigade concert be acceded to.— Carried. Proposed by Cr Goodbeberc, seconded by Cr Saywell, That during the summer months, or until any alteration takes place in tbe present ford, the lighting of the lamp at the Kiwitea stream be discontinued from tbis day week. — Carried. Proposed by Mr Sandilands, seconded by Mr Goodbehere, That the sum of £2 12s Id amount of rates paid by Mr Bray on behalf of the Foresters' Lodge in excess of the amouut due be refunded to Mr Bray.— Carried. Resolved, That the borough balancesheet as returned from the Government auditors be received. Resolved, Tbat the report ot the committee who waited on General Feilding be received. Proposed by Cr Chamberlain, seconded by Mr Gould, That the sum of £4 be refunded to Mr J. H. Patou, being surplus ou four head of cattle sold at the pound on October 80th, ou his supplying this Couucil with a satisfactory declaration as to his ownership.— .Carried. With reference to the offer of the Colonists' Land aud Loan Corporation of a site for Council Chambers, the Mayor said tbat it appeared that if tbey did not accept the offer within twelve or eighteen months it would lapse. Proposed by Cr Fowles, seconded by Cr Worsfold, That in the face of the objections of the ratepayers, as expressed at a public meeting, to any interference witb the roads running through Manchester Square, this Council i 8 of opinion that the Municipal offices should be erected ou the site promised, viz, at the corner of Stafford street and liimbolton road. — Carried. Proposed by Cr Carthew, seconded by Cr Allau, That all tbe deeds and valuable papers of tbe Council be placed in the Bauk of Australasia for safe keeping. — Carried. Proposed by Cr Worsfold, seconded by Cr Saywell, That fresh tenders be called for work iv connection with Warwick streot bridge. Tenders to be iv by next meetiug of the Council— Carried. Proposed by Cr Sandilands, seconded by Cr Fowles, That the tenders for the repairs to Warwiok street bridge be advertised iv tho Wellington Evening Post and Manawatu Timos, aud that the plans and specifications bo exhibited for ouo week iv the offices of each of such papers. —Carried. Proposed by Cr Carthew, seconded by Cr Allau, That the stauding orders bo suspended, aud that the Council resolve itself iuto a Committee, as a whole, to consider the report of the Finance Committee re Mr Hill's salary. — Carried. On resuniiug it was proposed by Cr Worsfold, seconded by Cr Bailoy, That tho report of tho Finauce Committee ro j Town Clerk be adopted. — Carried. Tho Ma3'or reported that ho aud Cr Sandilands had mado satisfactory arrangements at tho Bank of Australasia ro the overdraft, which was at present £444 7s 2d. The Council then adjourned.
