Feilding Borough Council.

• *• A special meeting ofthe above was held last evening. Present— the Mayor (Mr W. Carthew, in the chair), Crs Allan, Bailey, Fowles, Goodbehere, Sandilands, Saywell, and Worsfold. The Mayor explained that the meet, ing had been called to consider matters in connection with the Kiwitea and Warwick-street bridges, and letters from ■ the Manager of the Colonists' Land and Loan Corporation re Municipal Buildings, and the Secretary of the Palmerston Hospital and Charitable Aid Board re Council's representative for the Board CORRESPONDENCE. From the Manager of the Colonists' Land and Loan Corporation, informing the Couucil that their London Board had approved of the proposal to grant sub-section 2 of section 782, on the plan of the town of Feilding, as a site for Municipal Corporation buildings, and the Colonial Directors were prepared to enter into au agreement to convey the land as soon as the buildings are erected. To facilitate matters it is proposed that the Corporation should leud the monoy for the erection of the buildings, if tlio City Council could see their way to accept same, aud state ou what terms they would be prepared to repay the amount. From W. S. Short, Chief Clerk in. Uie Department of Lands and Survey, notifying that lie had beeu appointed a Commissioner to enquire into the Kiwi* tea bridge matter. From Secretary Palmerston N. Hospital and Charitable Aid Board, stating that the election of a representative for the Boroughs of Feilding and Foxton will take place on the 28th instant. KIWITEA BRIDGE. The Mayor requested Mr Prior (so* licitor for the Council), who was present, to inform the Council what steps he had taken in the matter of obtaining information which could be produced at the Commission to be held in reference to ; the adjusting of the amounts to be paid by the Council and other bodies towards the proposed Kiwitea bridge. Mr Prior explained what he had done . in the matter, mentioning the people , whom he would subpoena to give cvi- . deuce, and tho steps which had been i taken to ascertain the number of ratepayers from the Kiwitea and Manchester districts who had crossed the stream within a certain period. Mr Prior was requested to obtain several other witnesses, who could give valuable information, and he then withdrew. Discoussion followed as to whether the proposed site of the bridge was the most suitable, Cr Goodbehere being of ' opinion that a better one could be obtained. HOSPITAL BOARD. It was resolved, ou the motion of | Cr Sandilands, seconded by the Mayor, That Cr Goodbehere be nominated to f represent this Council at the Hospital [ and Charitable Aid Board. MUNICIPAL BUILDINGS. Tho Mayor stated that the Board of Directors of the Colonists' Land and Loan Corporation in England were ' willing to lend the Council money to ' erect Municipal Chambers, but "the ; Council could not do this without a vote of the ratepayers. He thought it ad. ' visable for the Council to elect a delegate to wait on General Feilding and f t the Manager of the Corporation in refe- ; renco to the matter. ! Several Councillors were of opinion that a loan should be raised to purchase ! the land, while others were doubtful if ! ratepayers would agree to this. Cr Goodbehere was sure that if a public meeting were called, and the matter put before the ratepayers in a proper way, showing that by the expenditure of a small sum they could 1 have respectable chambers, a library ' room, Firo Brigade stand, etc., they • would vote for it. He explained that tho Council could thus acquire a property 1 worth 41200 for £600. 1 Cr Sandilands thought there could be no objection to the Couucil leasing the property for, say, twelve years. 1 Cr Bailey was very much in favor of taking a poll of the ratepayers onthe matter. It would be the simplest and most straightforward way. It was ultimately resolved, on the motion of the Mayor, seconded by Cr Sandilands, That a committee consisting of Crs Goodbehere, Sandilands, aud s the mover, wait on General Feilding 1 and tlio Manager of the Corporation to ' see what arrangements can be made for the acquisition of land for Municipal Chambers. It was decided that the deputation to wait on General Foilding should bring various matters of importance beforo his notice. WARWICK STREET BRIDGE. A lengthy discussion took place over this matter. Plans for protecting both - banks of the stream near the bridge had t been prepared by the Council's Engi« - necr, and laid on the table. Opinions were expressed that it would r bo unwise to erect protective works on • the eastern bank until the new channel 5 had been tried. If this did not act it , would be useless expenditure making , the protective works as proposed, as the . river would cut in behind, I Other Crs thought another span should be added to the bridge. The matter was eventually settled by the the following motion being put and carried, Proposed by Cr Sandilands, seconded by Cr Chamberlain, That the recom- | mendation ofthe Clerk of Works as to I the construction of protective works on | the eastern side of Warwick street bridgo [ bo adopted, aud that tenders bo called for the construction of tho same, tenders f to be in by December Bth uext. Proposed by Cr Fowles, seconded by i Cr Sandilands, That the protective works in Queen street, at the Warwick street bridge, as recommended by tho Clerk of Works be carried out, and tliat tenders be called for same, to be in at next meeting of the Council.— Carried. This being all the business the Council adjourned.
